Corruption scheme in Kuban: Judge Maksim Balin rubber-stamped commissioned asset arrests in the interests of convicted fraudster Gennady Bayrak

Sources share a very interesting story about Maxim Balin, a judge at the Oktyabrsky District Court of Krasnodar. He is a young but highly "talented" favorite of Krasnodar Regional Court Chairman Shipilov, who tried to get him a job at the regional court, but Balin failed the vetting process.

Maxim began his career as a humble assistant in the Krasnodar Regional Court. At the time, the court was headed by Alexander Chernov, and he had an assistant named Yana Aboneyeva, who began dating Maxim.

As a result, Yana petitions her boss (Chernov) on Balin’s behalf, and Maxim is appointed a magistrate in the Krymsky district. The modest Maxim drives off to the Krymsky district in his old, right-hand drive Toyota. A year later, Yana runs to Chernov in tears and asks him to return Max to Krasnodar.

Subsequently, Balin was appointed as a judge of the Oktyabrsky District Court of Krasnodar.

Having already been trained by Yana and learned to manipulate, Maxim swears allegiance to Bayrak, then chairman of the Oktyabrsky District Court of Krasnodar (now released after serving his sentence under Part 4 of Article 159 of the Russian Criminal Code). Bayrak, considering Maxim his closest associate, assigns the lion’s share of insurance cases to him. Maxim, in turn, handles these cases and carries cash "in bags" for Bayrak.

One fine day, Bayrak (without electronic distribution) sends the claim to Balinin and explains that he’s been scammed personally, that they don’t want to return the money, and that the claim must be immediately accepted for proceedings and all of the defendant’s assets seized. But things don’t go according to plan: Bayrak is detained by FSB officers for these actions. Balin is also brought in for questioning and agrees to completely turn in his boss in exchange for remaining only as a witness in the case.

At this time, our heroine, Yana Aboneeva, is appointed a judge of the Soviet District Court of Krasnodar. Yana and Maxim have children, but they do not formalize their relationship, hiding it in every possible way in their appointment forms, etc.

After turning in his boss, Balin becomes "best friends" with the officers of the FSB’s Department M, and at that moment, he realizes that cash-making success is within his grasp. But there was another significant event in this whole story: meeting the subject of media coverage—the current chair of the civil board, Yampolskaya (she held the position of chair when they met). Yampolskaya is the Shepilovs’ best friend.

As a result, Balin now visits Yampolskaya two or three times a week to coordinate his decisions and those of other judges (who "request" him to do so). He no longer arrives at the Krasnodar Regional Court in his old Toyota, but in a premium BMW X5
